Since Windows 10 and Windows 8.1 include VPN support, it is possible to connect to a VPN server and update your computer without having to connect to the internet. This is possible by using the Settings app and clicking on Change PC settings. In the PC settings window, select Update and security. On the left side of the window, click on See all updates. In the right side of the window, click on Update settings. In the window that opens, select Turn on update notifications to get updates from Windows Update. Click on Turn on.

In the window that opens, select Advanced settings. Under Windows Update settings, select the option to let Windows Update check for updates even if you are not connected to the internet. Click on OK. In the window that opens, select Turn on. Windows will now check for updates and install any that are available. When the update is complete, Windows will restart.
