CyberGhost is not part of the 14 Eyes alliance, but the company does have a partnership with fellow member Evira. CyberGhost has denied any ties to the NSA and the 14 Eyes alliance, but the company has been criticized in the past for its lack of transparency. In October of 2016, CyberGhost announced that it would start encrypting all traffic by default. This move was seen as a response to the Snowden revelations.

However, CyberGhost has not always been as transparent as it should be. For example, the company was accused of logging user activity without their consent in a 2016 report by Austrian privacy organization the Privacy Forum. So, while CyberGhost may not be part of the 14 Eyes alliance, the company does have some history of questionable practices.
