There is no one definitive answer to this question. Different people might have different opinions based on their own experiences and interpretation of the literature.

One common approach is to divide firewalls into three layers: the application, the transport, and the network. A stateless firewall would be placed in the network layer.

This is the layer where the firewall sits between the network and the computers on the network.

The purpose of a stateless firewall is to protect the network from malicious attacks. Stateless firewalls are not able to track and protect the traffic of individual applications.

They are also not able to keep track of the activities of individual users.

A stateless firewall is not a complete firewall solution. It is not able to protect the computers on the network from attacks from the outside world.

It is also not able to protect the computers on the network from attacks from other computers on the network.
