Windows Server 2016 requires the following ports to be open for VPN traffic:

TCP and UDP ports 443, 8443, and 8444

TCP and UDP ports 25, 80, and 443

In addition, the following ports must also be open on the client machine:

TCP and UDP ports 500, 25, and 80

In order to create a VPN connection, you will also need the following on the server:

Microsoft Windows Server 2008 R2 or later

Microsoft Windows Server 2016 or later

Microsoft .NET Framework 4.

6.1 or later.

Microsoft Windows PowerShell 4.0 or later

PPTP or L2TP/IPSec VPN clients that support these ports

If you are using a third-party VPN client, be sure to check the client’s documentation for supported ports.
